Option 1: folders named by class
Put files in class / subject / chapter folders. Your existing worksheets and quizzes folders already work, and any index.json titles are reused.

q04_polygon.svg
A Word file next to a PDF with the same name is attached to it as a download-only editable copy. Pictures named in a quiz (e.g. "image": "figures/q04_polygon.svg") can be anywhere in the folder; they're found by file name and uploaded with the quiz.
Option 2: a resources.csv
One row per file, like ClassKit bulk upload. Columns: class, subject, chapter, title, type, access, file. ClassKit packs work too: PDFs are used, prices become free or class pass, and teacher-only rows (PPT, lesson plan, bundle) are left out.

Use the W button to attach or replace an editable Word copy (download only). A solid blue W means one is attached.
Renaming, reordering or hiding a chapter only changes what students see — files and links keep working. A class appears on the home page as soon as it has a chapter.
